I think the machines have to display the possible payouts, I doubt the machine pays 5 million, but I would argue he would be entitled to the maximum published payout.

It is posted on the machine in case it malfunctions. And incidentally, no machines take quarters or spew out quarters. Always have to wonder about these statements people make when some of the items I know of are untrue.
