Webcam - what's w/ the booth and why is it empty?

Alright, so someone said the booth had to do with 4th of July celebrations, but it's been up for a few days and I've yet to see any activity. What is that thing? If it's still there when I arrive on Friday (hence the frequent webcam checking), I'm taking a picture in it.

Only on St. John would they spend so much time and effort building a booth, only to have it sit unmanned. And when it does open, you'll probably have to wait in a line for the lady to show up.

I think it's in the by laws of Cruz Bay Boothes.
