Sounds more like a contractor dispute than a disgruntled citizen arson.
It's like looking in your soup and finding a whole different alphabet.

Did Mr. Bill Koenig use to own Coastal Construction is STT and have some serious legal problems with the Govt. regarding fraud? This may not be the same man - just asking.
