Looks like it, the smoke looks too dark for a brush fire.

Tradewinds:

St. John residents noticed this large column of black smoke rising from St. Thomas' East End on Wednesday morning, April 9, after an explosion at the Bovoni Landfill was reported. The V.I. Police Department has reportedly cordoned off the area from Nadir to Frenchman's Reef, and St. Thomas firefighters are at the scene along with the V.I. National Guard, according to one eyewitness.
