We experienced this at Salt Pond Bay in July 2006. It was totally unexpected - we just decided on a whim to hike to the beach after dark one evening (we had flashlights) and saw it in the light surf at the water's edge. When in the water, every motion produced a wake of iridescent green sparkles - underwater fairy dust! It was too cool! I read up about it later and found that this occurs certain times during the year, 2-3 nights after a full moon - exactly when we happened to be there.
