The CNN article states flying or sailing into the U.S. will require a passport. But, since the U.S.V.I. are U.S. protectorates then techically you have never left the U.S.. With that being said then why do we have to go thru customs in STT?

This article says the U.S.V.I. are exempt from the passport regulation.
