Private taxi airport access

Has the security at the stt airport restricted private taxis to some location not convenient?
Seem like I read something like that somewhere....

When you walk through the air port, get your rum sample, then your private taxi person should be waiting with your name on a card. We do usually have (Rachel)our driver's number handy and give her a call when we pull in. That way we know if there is a problem, and if they are outside waiting.
