4: Click 'UPLOAD NOW'
5: Select the top line of html code
6: paste the code straight into your post.

This is also in the FAQ:
Can I post Images?
Images can indeed be shown in your posts. However, there is no facility at present for uploading images directly to this board. Therefore you must link to an image stored on a publicly accessible web server, e.g. http://www.virgin-islands-on-line.com/p ... museum.jpg You cannot link to pictures stored on your own PC (unless it is a publicly accessible server) nor to images stored behind authentication mechanisms such as Hotmail or Yahoo mailboxes, password-protected sites, etc. To display the image use either the BBCode
And nowadays almost every photo site, like flickr, Picasa, Snapfish, etc. etc. has an option to embed or post your photos somewhere else. You can use HTML of the BBCode - but - you can not mix both of those in one posts.
Native picture posting is coming when we upgrade the forum in 2012.
And don't forget you can upload your pictures here http://www.virgin-islands-on-line.com/photos/ if you don't use any of the other online photo services. Or even if you do, we would really love to build out our albums more!
