Rum has set off a dispute between Puerto Rico and the Virgin Islands over a tax the U.S. treasury collects on it.

I don't think Puerto Rico can really complain - they were losing this business anyway. But while the Gov. looks really smart to me in making this deal, it is pretty incredible that our tax dollars end up in Diageo's pocket...
