Let's not all hold our breath this guy has been in the VI Police Department his whole career. Only here can you promote an insider and call it a change.

I have no reason to believe that he doesn't mean well but the problem is so bad that they could hold a lottery and fire a third of the force at random and have a better chance of cleaning it up than the current methods. Then they would just have to re hire them because know one that they want to hire can pass the exam for hiring.
