Actually, you'll need a polarizing filter and a good working knowledge of PhotoShop....both of which Joshie has.......

I've found that if you use a polarizer and tweak the settings on your camera, your pix will not need much work. In the point n shoot realm a lot of the Canon Powershots are designed to accept filters with the use of an adapter. They also have a "vivid" setting while shooting in several modes that saturate colors more.
So, you dont necessarily need to drop $$ on a new SLR and Photoshop. Get a decent point n shoot, read the manual to be able to adjust the settings, use a polarizer with it, tweak the photos if needed using Picasa (free edit program from google) and you will be amazed by the results.
