Recent travel id experiences?
Has anyone been traveling to the USVI and the BVI without passports?
According to what I have seen it looks like you should be able to go back and forth between the US, USVI and BVI by sea with a state issued photo id and a birth certificate. But, I stumbled on the following on the BVI Tourism site:
"... will need a passport or an original or notarized copy of their birth certificate and photo ID to enter the BVI. To re-enter the U.S. or Canada, you will need a passport OR a photo ID and Dept. of State official proof of application for a passport, or a "passport receipt"."

Here's how it was explained to me when I asked this past spring while getting my kids passports.
You do not need one to go to the USVI or PR as an american citizen. You also don't need one to get into the BVI's (picture ID + birth cert. still accepted by the british goverment) But upon re-entering the US, you NEED a passport! So the way I understand it is, You need a passport once you leave the US or is territorys to re-enter the US.

Jerry brought his original birth certificate down with him last summer and other than being teased about how old it is by the customs people, he was fine when we went to the BVIs and came back.

It seems like the regulations on paper and in practice are different. Birth certificates work, but not all of the time. You may get back to the USVIs, but be challenged when you head back through immigration to the continent.
What a mess.

We have two remoras traveling with us in March ages 9 & 11. Neither has a passport. We are risking the birth certificate route...with reasonable certainty that we will not have a problem. I'll let you know what we encounter! Closer every day...

There's no question about USVI -Mainland travel: now and in the foreseeable future, you'll only need "valid photo ID's" and birth certificates for your babies. For three years they have been saying that we will very soon need passports to re-enter the USVI from the BVI--for everyone, including newborns. Two deadlines have been extended, but knowing the federal Government, they will probably go ahead and institute the new regs when we least expect it....
