What's the construction next to Grande Bay?

What's the construction next to Grande Bay?

I've noticed in some photos that there seems to be concrete foundation walls next to Grande Bay (from water looking at Grande Bay, it's to the left). Is that an old building site that never finished, or something that is on going?

I'm thinking those are just retaining walls. Is that correct?

I thought that was the building that just was passed through zoning for more units and a convenience store - build 1st ask permission later theory.

No, the Grande Bay buildings are complete, but they received a variance in order to finish the interior of one of them with a store on the bottom floor and more units within. The building itself is complete from what I was told. I believe that building was on the Gallows side.

I have been told by the person who owns that land and who is "building" there that it will be parking but I'm not sure sure what he is doing with the building that is there that he is also finishing.

I was thinking that it was privately owned land and wondered what their plans were. Thanks Pia for your answer. I might be staying next to it at Grande Bay, but was concerned if it was going to be noisy construction next July. Hopefully, it will be fine.
