It looks like he is still sitting on the edge of the dock at the bottom of the frame. It seems to me that FINALLY a citizen came to his rescue while the police looked on.
We all should send a post card to the police department chastising them on their behavior. Maybe send one to the Mayor also.There was no reason to allow him to lie in the sun for 6 hours.

so, to recap.. he was there for 5 1/2 hours, the poles were crutches, maybe he wasn't drunk, left on the beach... that's just terrible. I really hope he's okay.

OMG.....I'm so ashamed to say that I would have come to the aid of a passed out dog first. I must be going to hell. I just figure the guy did it to himself (probably, but not for sure) but I doubt a dog would get himself drunk or drugged and sleep it off on the beach. I vote for the dog.
