Tour guide/boat operators have been known to pass along 'big fish' stories. I was at Peter Bay when the building started and was told the name of the owner by someone involved. It wasn't Spielberg.

Are you talking about Jeff Taylor, founder and past CEO of Monster.com? He left Monster in 2005 and started another site. The building I believe started around 2002 or 2003.
