Caneel Bay Resort...
I've stayed on St John 6 times and am coming down on 2/17 for the 7th. Each time I rented a car months ahead of time. I've never stayed at Caneel for more than 1 nite (this time we're staying 3 nites after being a villa for 9 days) so we never needed a car while there. Cars are hard to come by during season unless you're really lucky or you've booked ahead. Sorry but keep trying.

I doubt that there is anything nefarious going on. Busiest time of year on the island.
The taxis can get you around the north shore beaches pretty well. If you want to go spend some time on the Coral Bay side, I suggest the ViTran bus. It goes all the way to Salt Pond for $1 each way. You can pick it up right near the ferry dock in Cruz Bay.
