Free personal Under the seat small item, but fee for a bag it seems. Anybody with experience on this?

I'm in the (corporate) travel biz. Fares are just at a crazy high. Fuel prices, decreased capacity, bizarre winter storms, volatile world events...the airlines have a lot of cancellations to recoup for. I don't see a bargain in the near future :cry:
We wanted to go to Europe first, then Caribbean, and it's all just alot of money! We just locked in at $482 each--from the south--and not on the weekend!
