It looks like a mural on the lower part of a bar. Since there's a dollar bill hanging on a stick at the end of the mural, I'm guessing somewhere on White Bay Beach though I don't remember seeing it.

I am just guessing here, because I was not in the greatest condition when I was at Soggy Dollar, but is that in the gift shop area there?
