Is it raining? Oil spill?

Looking at the Cruz Bay ferry dock web cam it looks like it's raining. Also there's a boat I haven't seen there before and what looks like oil in the water by the dinghys. Hope I'm wrong.

I've seen that before. I know what you're talking about but I can't tell you what it is. I think Ruth explained it about a year or so ago when I saw it, but I'm having a senior moment and I can't remember what she said it was.
