Hi,
I have been trying to sign in at the BVI forum but must have been registered before, it will not let me change my info. Why can I not sign in under the same info as this site ?

Caribbean-On-Line and Virgin-Islands-On-Line are different sites and the forums are completely separate. You need 2 accounts - if you don't have a Caribbean-On-Line account you need to create one - you can't log in over there with the USVI credentials.
