Not to be a downer, however, today I was riding with my puppy to our "park" so he could run. We were driving up North Shore Rd. behind a fully loaded water truck.... The next thing I know the water truck is laying on it's horn and the brakes are smoking. There was a rental vehicle, in the middle of the road, not at an overlook, but stopped dead to look at the view. There is a curve in the road with oncoming traffic. Not a good thing. The truck stops dead, I stop behind the truck and the rental vehicle takes off. At the next overlook spot, the rental vehicle pulls over, the driver jumps out with a Corona in his hand and stands on the wall of the overlook. I'm not a prude, I understand the vacation mode thought process, but please understand that although drinking and driving here is "ok", common sense is still necessary. I realize that all of the regulars here maintain that common sense, but maybe a first time visitor may think twice before stopping in the middle of the road. My puppy and I want everyone to enjoy their time on our beautiful Island, but we also want to make it to our "park" without an adventure!!! And cleaning puppy poop off the back seat of my car SUCKS!!!

I have to say that we have frequently been stuck behind locals that stopped to talk to someone they know; they were normally blocking at least one part of the road to where we had to go around them when cars weren't coming.
That happens here too (sometimes I have been guilty of it
) so it doesn't really phase us, but I don't think all of the locals on STJ pull off to the side of the road...or at least not the ones we get stuck behind 
stjhome - I agree with you though that those people were being inconsiderate. I feel the same way when I see idiots stepping on the coral or try to grab the turtles. Damn tourists!!!!

Anyway, one of the questions on the Virgin Islands driving test (so I was told as I did not have to start from scratch) is.........."how long can one stop in the road and have a conversation" (or words to that effect) and the answer is........"for a little while"
so even though it might be frustrating to visitors it is legal - at least for a little while
