Not sure if its the law or not, but I would guess that's a yes. I wouldn't go without one, though typically you don't exceed 20 mph I always have visions of tumbling off a cliff and would want my babes strapped down in that event. Maybe it was the brake failure in a jeep on a trip long long ago. Strangly I do forgo it on STT in the Taxi. I know not logical.
Christy's of St. John rents good condition, late model car seats. Boosters are in the $25 range, I think car seats are $50-60. Expensive but I figure its just the price of not having to drag ours through multiple airports, the taxi and ferry.

It is not a law. They must be in the back seat but they do not have to be restrained in any way. I always used a car seat or booster until my son was 6. Now he just uses the seatbelt in the back.
Also, just a reminder, you cannot talk on a cell phone while driving unless you have a hands free device.
