I think Xislandgirl's reasons are probably correct, but I've heard putting those tops back on can be a pain and would imagine that's a hassle the rental car companies just don't want to deal with

I second Lovermont's suggestion for the Leinster trail out towards Waterlemon Cay. The first mile (starting from the Annaberg parking lot) is basically flat and follows the shoreline, so you have a great view out looking at Leinster Bay the whole way out and back.
