It sounds like you have quite of bit of info! I also went to Santo Domingo to an all-inclusive resort. On the way to the resort there was a dead horse on the road. It was still there on the way back (1 week later) Didn't look quite the same..not nice! The trash was knee deep in almost all the yards....
