It is located in Round bay. Between Hansen Bay and Long Bay, just past Vie's.

Ok, near sloop. Hmmm, had never seen pelican rock mentioned, is there a small trail down from the road? It looks like an interesting spot, maybe similar to the reef in the middle of salt pond, ehh?

We drive the paved road until it ends just before the driveway up to Sloop's place and park in the cul-de-sac by the dumpster (so as to not block any driveways per FF&4WD).
From there we walk next to a fence to the bay. Pelican Rock, which is really a set of semi submerged rocks similar, as you surmised, to those at Salt Pond Bay, is a little to your right as you emerge onto the mostly cobblestone beach.
Our first time we walked down until we were adjacent to Pelican Rock and left our stuff on a rock formation there. The entry point there had a lot of sea urchins. On our way out, in order to avoid them we swam to the right (as you're facing shore) - the direction from which we'd walked down the beach, before swimming in.
As a bonus, there are some nice coral heads that you'll swim over by going that route. We now enter the water directly from where we walk to the beach, swim diagonally out to Pelican Rock, then swim back in as described above.
In three trips there, we've never encountered another person apart from our group, in the water while we're there!
