Security Deposit Waiver Fees -- Clarification Needed!!

Hi Everyone~ We have been renting from the same management company for years. We've been paying our $35.00 non-refundable security deposit waiver fee and have never had to question it. That is, until now.
Something was accidentally broken on our last trip.
We sent a check to cover the cost of the item and the $35.00 fee was added to that amount and sent to the owner. Now the question: We've read on several other management company websites that they collect the $35.00 fee, and should there be any damage, they will pay up to $500 to repair/replace whatever it is. The company we used doesn't do that. I wonder what becomes of all the unused fees they collect?
Do you think we should use another villa management company? Catered To, and VIVA are two companies that use money from the "pool" of unused fees. I really like the people we deal with but this has left a bad taste.
