Incomplete Building in Cruz Bay?

The On STJ guys posted today about Hercules rebuilding and in the picture you can see that stone building that has been incomplete for years...anybody know the story there?

That is Penns building. That is where you rent their cars and they also store their industrial trucks there. I've rented from them before. Inside the lobby there are drawings of what they originally conceived of for the space--a mix of their rental car business and shops on the lower, and a second level of apartments. Why it did not happen, I have no idea.
It has looked that way since I started visiting STJ in 2003. I can think of things on St. John that look worse!

whenever we drive past that unfinished building, we crack a joke about the Unfinished Church in St Georges, Bermuda.
Our guidebook from our first trip to Bermuda said it was never completed due to a schism. that's a word we don't use often enough, so whenever we drive past what I just learned to be the Penn's Building, we say "schism".
We're lame like that

Penn's has looked like that as long as I can remember. We rented our first Jeep there in 1995.

The offices are quite nice. When we walked in during our last trip, the AC was so cold I nearly went into shock!
