What do you know or think about the idea of putting a dock in White Bay?

I recently joined a group called "Save Jost Van Dyke"...
http://www.facebook.com/group.php?gid=2410017525 but I know little about this idea of a dock there - which I would be completely against.

I am asking questions because I can find little about this issue... is this a current concern, an old one that I just stumbled upon, or one already stopped dead in it's tracks? I have found little information on it.
