Off Season Car Rental Rates

Do all STJ car rental agencies start their off season rates on May 1? I know that Conrad does but, what about the others?
St. John Car Rental- April 15.
Bougainvillea- April 13
L & L- April 16
Some aren't off season until June 1st.
