Hi there
Making the 4pm Red Hook ferry will be really, really tight if you arrive at 3pm - almost impossible
You would need everything to go perfectly - arrive 10 to 15 mins early, luggage to be first out (and quickly - not the usual 25+ min) and in a taxi and on the way by 3:25pm at the latest with no hotel drops on the way.
I do not think the CA ferry will be back to it's normal schedule in November (it wasn't last year) but if it is the 4pm CA ferry will be your best bet. Even that will put you at Cruz Bay by 4:45pm and on your way and at Cinnamon by about 5:15pm - close to it being dark.
I don't say this to be negative just to help you to be prepared to be pitching in the dark.
